Feasibility Study for Permanent Four-Season Home for Regina Farmers’ Market Co-operative

The Regina Farmers’ Market Co-operative (RFM) is seeking proposals from qualified consultants or consulting teams to complete a feasibility study exploring the potential for a permanent, climate-adaptable, four-season home for the farmers' market in Regina.

This work represents a planning and validation phase tied to RFM’s long-term strategy to strengthen stability, reduce risk, and support the continued success of our vendor-owned co-operative.

Background

Founded in 1975, the RFM has operated in many locations over its 50-year history, often due to factors outside of its control. While temporary solutions have allowed the market to continue operating, frequent moves impact vendors, customers, staff, and long-term planning.

In 2023, RFM’s Board identified a strategic goal of exploring what it would take to establish a permanent, four-season home that the co-operative could control. This feasibility study is intended to test assumptions, assess viability, and provide clear information to guide future decision-making.

This work is exploratory in nature and does not represent a commitment to construction or development.

Process

RFM is seeking a consultant to lead a feasibility study that builds on existing internal research and operational data. The successful proponent will work collaboratively with RFM staff to validate current assumptions, identify risks and gaps, and outline the conditions required for the co-operative's long-term sustainability.

At a high level, the study will examine:

  • Functional and operational requirements for a permanent or semi-permanent facility
  • Potential development and occupancy models
  • Financial sustainability and vendor affordability
  • Site criteria and development considerations
  • Funding and financing pathways
  • Clear next steps and decision-making conditions

The outcome will include a feasibility study, a plain-language member summary, and a presentation to the RFM Board.
