History
The Regina Farmers' Market operates twice weekly during the outdoor season (May-October) and once weekly during the indoor season (November-April). Since 2011, our Wednesday and Saturday morning markets during the outdoor season have taken place at City Square Plaza (Pat Fiacco Plaza).
In 2024, Saturday markets were relocated to Confederation Park in the REAL District due to space constraints caused by downtown revitilization construction. With the construction affecting the plaza set to wrap up in 2026, we now have a unique opportunity to determine the long-term home for our Saturday markets.

Wednesday farmers' markets will remain downtown, and indoor farmers' markets will remain in the REAL District's Banner Hall.

We’ve heard passionate support for both City Square Plaza and Confederation Park — feedback so far has been nearly a 50/50 split among customers and vendors.

David Froh, Ward 3 City Councilor:
David is a community leader with senior economic and community development experience, having served as Vice President for Economic Development, Regina, Director of Trade Development for the Saskatchewan Trade & Export Partnership, and Vice President of the Regina Food Bank.
David has an extensive track record of getting things done for our community through collaboration, creativity, and thinking big. In addition to serving on Council, David works as a management consultant assisting non-profits and businesses to optimize their impact.
David holds a Master of Arts in Political Science from the University of Regina. He is an active volunteer coaching sports in Ward 3 and serving on several non-profit boards.

Leasa Gibbons, Regina Downtown Business Improvement District (RDBID):
Leasa Gibbons is a dedicated community builder and downtown advocate based in Regina, Saskatchewan. As Director of Downtown Vibrancy with the Regina Downtown Business Improvement District, she leads initiatives that celebrate local identity, foster inclusive economic growth, and strengthen the cultural vibrancy of Regina’s urban core.
Leasa’s career has been rooted in downtown revitalization and creative placemaking. She has played key roles in connecting businesses, residents, and community organizations to reimagine public spaces and promote a thriving, people-focused city.
Recognized for her collaborative spirit and deep local insight, Leasa continues to champion partnerships that make Regina’s downtown a welcoming and resilient place for all.
Leasa’s career has been rooted in downtown revitalization and creative placemaking. She has played key roles in connecting businesses, residents, and community organizations to reimagine public spaces and promote a thriving, people-focused city.

Gerard Milburn (Moderator), President of RFM Board of Directors:
Gerard is an owner and the Director of Operations for Prairie Bee Meadery. In addition to his role with the Board of the Regina Farmers Market, he sits on the Board of Tourism Moose Jaw and the ÉCONOMUSEE® Network Society. His company, Prairie Bee Meadery is Saskatchewan’s premiere meadery and the largest producer of local wine in the province.
Gerard has spent a 25-year career as a leader in supply chain roles across multiple industries. His areas of speciality are master data, material management, inventory planning, technology enablement and process re-engineering. Previous employers include Suncor, the United Nations, KBR, Canada Revenue Agency, and Sobeys.

Gerard earned an Honours Degree in Military History from the University of Calgary, numerous industry qualifications and a Post-Graduate Diploma in Logistics from Aston University. He is married with four children and lives west of Moose Jaw.

Charlene Oancia, Regina Exhibition Association Ltd. (REAL):
Charlene is the Director of Partnerships & Sales at the Regina Exhibition Association Limited (REAL), where she leads corporate partnerships, sponsorship strategy, exhibit sales, and new event development. She is known for her strategic mindset, relationship-building, and ability to drive revenue and growth.
Previously, Charlene served as REAL’s HR Manager for Engagement, Volunteers, Talent Management & Training, and supported labour relations as part of the collective bargaining committee.
She is also the Owner of Springer & Oake, a natural bath and body company she founded in 2017. Earlier in her career, Charlene spent seven years with the Saskatchewan Roughrider Football Club as Assistant Director of Retail Operations, contributing to merchandising strategy, major event operations, and fan experience.
She holds an Executive MBA from the Levene School of Business, a Business Administration Certificate from the Hill School at the University of Regina, and a Leadership Certificate from Harvard Business School.
